Navy SeaPort-e

Welcome to the iBiz SeaPort-e Web Portal. DIGITALiBiz (iBiz) is a prime contractor on the SeaPort Enhanced (SeaPort-e) Multiple Award Contract (MAC) which enables electronic procurement of Engineering, Technical and Programmatic support services by NAVSEA's Warfare Center community. This Indefinite Delivery/Indefinite Quantity (ID/IQ) contract enables iBiz to compete for task orders totaling $19.5 billion over 9 years, if all options are exercised. SeaPort-e extends the current procurement vehicle, SeaPort, by leveraging SeaPort's successful business model and efficiencies. SeaPort-e will help naval activities reduce costs and promote business efficiencies in the effort to lead the Navy on a successful course. SeaPort-e furthers the Navy's Seapower 21 objective to increase efficiency, and allows for tailoring services according to the needs of geographically-dispersed organizations with significantly diverse product area requirements and missions. All NAVSEA, NAVAIR, SPAWAR, NAVSUP, MSC, NAVFAC, SSP, ONR, and USMC contracting officers can order from the SeaPort-e contract.

Seaport-e Quality Assurance Program

iBiz uses a comprehensive ISO 9001:2008 approach to achieve quality control in a manner that ensures delivered products satisfy contractual agreements, meet or exceed quality standards and metrics, and comply with all Quality Assurance (QA) and reporting processes. iBiz is committed to an approach that proactively ensures quality and improvement performance. We understand that quality is critical to customer satisfaction. We also see QA as vital to the efficiency and effectiveness of our efforts. Our goal is always to do things right the first time, on time. Our Quality Control Plan (QCP) addresses three primary areas of quality issue: Completeness, Correctness, and Timeliness. Our QCP addresses the prevention, detection, and correction of any gap in quality in these primary areas, by implementing three tiers of review into our QA methodology. We build quality into everything we do by creating an organization that reviews, prevents, and corrects any and all gaps in quality. Our quality organization supports three tiers of review and audit: Peer Reviews, Management Reviews, and the Executive Quality Council (EQC). Our experience has shown us that these layers of QA and management provide the precise amount of effort necessary to both prevent defects and improve processes, thereby pushinguture levels of quality to an even higher standard.

iBiz will enforce timeliness primarily through the use of scheduling tools like Microsoft Project. Task activities will be loaded into our Full Spectrum Ticketing Solution, which is able to generate email reminders and to escalate unfinished tasks or activities prior to their due dates. Peer Reviews are quality reviews conducted by staff on other staff’s work, and are the best “front line” enforcement of quality. This type of review enforces completeness, correctness and timeliness at a peer level, through the development and distribution of work plans to task staff by supervisors. By publishing these work plans to all task-level staff, each team member is aware of all scheduling issues for the entire task, not merely the activities directly assigned to them. This method builds backups into staffing assignments. The value of Peer Reviews is realized by making staff responsible for the level of quality they and their team deliver. Our Quality Assurance program is contained herein.
