U.S. Navy Seaport-NxG


Objective

The Naval Sea Systems Command (NAVSEA) established the Seaport Enhanced (SeaPort-e) indefinite delivery, indefinite quantity (IDIQ) multiple award contract (MAC) vehicle to meet Sea Power 21 objectives and to increase overall procurement efficiencies for the Navy. SeaPort-e expired in 2018, and was replaced by the follow-on contract, Seaport-NxG. The Seaport-NxG contract vehicle furthers the Navy’s objective to increase efficiency and allows geographically dispersed organizations with diverse technical support requirements and missions to tailor their requirements within a specific task order. It uses a web-based electronic procurement system to facilitate performance-based service acquisition. All task orders issued under the contract are competitively solicited, awarded, and managed using the Seaport-NxG portal.

The Seaport-NxG contract encompasses a full range of innovative, world-class professional support services in two main areas: Engineering Services and Program Management Services:

Seaport-NxG Quality Assurance Program

iBiz uses a comprehensive ISO 9001:2015 approach to achieve quality control in a manner that ensures delivered products satisfy contractual agreements, meet or exceed quality standards and metrics, and comply with all Quality Assurance (QA) and reporting processes. iBiz is committed to an approach that proactively ensures quality and improvement performance. We understand that quality is critical to customer satisfaction. We also see QA as vital to the efficiency and effectiveness of our efforts. Our goal is always to do things right the first time, on time. Our Quality Control Plan (QCP) addresses three primary areas of quality issue: Completeness, Correctness, and Timeliness. Our QCP addresses the prevention, detection, and correction of any gap in quality in these primary areas, by implementing three tiers of review into our QA methodology. We build quality into everything we do by creating an organization that reviews, prevents, and corrects any and all gaps in quality. Our quality organization supports three tiers of review and audit: Peer Reviews, Management Reviews, and the Executive Quality Council (EQC). Our experience has shown us that these layers of QA and management provide the precise amount of effort necessary to both prevent defects and improve processes, thereby pushing future levels of quality to an even higher standard.

iBiz will enforce timeliness primarily through the use of scheduling tools like Microsoft Project. Task activities will be loaded into our Full Spectrum Ticketing Solution, which is able to generate email reminders and to escalate unfinished tasks or activities prior to their due dates. Peer Reviews are quality reviews conducted by staff on other staff’s work, and are the best “front line” enforcement of quality. This type of review enforces completeness, correctness and timeliness at a peer level, through the development and distribution of work plans to task staff by supervisors. By publishing these work plans to all task-level staff, each team member is aware of all scheduling issues for the entire task, not merely the activities directly assigned to them. This method builds backups into staffing assignments. The value of Peer Reviews is realized by making staff responsible for the level of quality they and their team deliver.
